New Delhi - The central government has extended the nationwide lockdown for another two weeks. That is, this lockdown will continue after May 4 and will continue till May 17. However, Lockdown-3 will be slightly different from the first two lockdowns and it has several concessions in Green, Orange Zone as well as Red Done.

The Government of India has taken this step after the success of the country in the event of coronavirus infection due to two lockdowns. The biggest thing is that many types of activities have been exempted even in the red zone, only strict rules will be applicable to the areas of the contention zone.

Many reliefs in Lockdown-3 have been extended to the Disaster Management Act, 2005 in the country once again for two more weeks after May 4, as per the Central Government's decision on Friday. However, in the new guidelines issued by the Ministry of Home Affairs, this time, the areas falling in the Green and Orange zones have been given a lot of relaxation. 

The Green Zone includes those areas which till date have not had any confirmed cases of Kovid-19 or no such confirmed cases in the last 21 days. According to the new guidelines, the most corona-infected areas of the country have been placed in the (red and orange zones) content zones. 

That is, these areas are where the infection is prone to spread rapidly. There will be a complete ban on the movement of people in such areas. The supply of only medical and essential items will continue. That is, if there is a contention zone in the Orange Zone, then no activity will be allowed there.

Some restrictions continue as before in all zones:


In the new guidelines, some limited activities will continue to ban the entire country as before, irrespective of the zone. 

These restrictions will be - air, rail, metro, and interstate road transport. Apart from this, schools, colleges and other educational institutions, training / coaching institutions, hospitality services (including hotel-restaurants) will also be closed. Cinema halls, malls, gyms, sports complexes will also not open. 

Social, political, cultural, and other types of events where crowds gather, whether it is a religious place or public worship will remain as before. Traffic will be allowed in limited cases by rail, air, or road, which has been given by the Ministry of Home Affairs.

Exemption also for non-essential functions, but


 The new guidelines set a deadline from 7 am to 7 pm for those who leave their homes for non-essential tasks and the local, the administration has been asked to implement it strictly. 

It is clearly stated in the guidelines from 7 pm to 7 am in any Surat, there will be a complete ban on leaving for non-essential works in any zone. Apart from this, the elderly over 65, the sick, pregnant women, children under 10 years have been asked to stay in the house, otherwise, the need is not very much. 

The biggest thing is that in these guidelines OPD services have been exempted in Red, Orange, and Green zones. However, it will be necessary to take care of social distancing rules and other precautions. However, these discounts will not be available in the content zone (red or orange).

What will be different in the Red Zone?


Rickshaws, auto-rickshaws, taxi-cabs, inter-district and inter-state buses, barbershops, spas, and salons will also not be allowed in areas outside the Red Zone. 

Apart from this, a maximum of two people will be allowed to walk in four-wheelers and one in two-wheelers for essential works in the Red Zone. Industrial establishments in urban areas such as Special Economic Zones, Export Oriented Units, Industrial Estate, and Industrial Townships are allowed to operate with access control. 

Apart from this, manufacturing units of essential commodities like medicine, pharmaceuticals, medical equipment, production units, IT hardware, jute industry, and packaging material industry have been allowed on the basis of conditions. Construction will be allowed in those areas in urban areas where there will be no need to bring laborers from outside. 

Non-essential goods shops will not open in malls, markets, and market complexes. However, all stand-alone or stand-alone shops, nearby shops in residential areas, and all types of shops in residential complexes will be allowed to open. E-commerce has been allowed for essential commodities in the Red Zone.

What other concessions have been found in the Red Zone?


Private offices will have a waiver of work with 33% of the total required workforce, with the rest working from home. Work will be done in all government offices, in which all officers above deputy secretary will be present and the remaining employees can be called up to 33% as per the requirement. 

However, all the necessary government services will have all the necessary staff without interruption, and employees engaged in public delivery will be insured. This time many more activities have been allowed in the Red Zone. 

In which industrial and construction-related activities, food processing, works on brick kilns will be done in rural areas including MNREGA related works. All types of shops will be open except for malls in rural areas. All types of agricultural works have also been approved. Apart from this, most of the financial operations in the Red Zone have been allowed as before. 

Postal and courier services are currently allowed in these areas. Apart from this, most businesses and private institutions have been allowed to operate in the Red Zone. 

These include electronic and print media, IT and IT-enabled services, data and call centers, cold storage and warehousing, private security and facility management, and the service that a single person employs. However, the barbershop has not been allowed to open.

What relief is there in the Orange and Green zones?


The discounts offered in the Orange Zone, apart from the Red Zone, includes taxi and cab services, allowing only one passenger other than the driver. 

Inter-district movement of private vehicles and individuals will also be allowed for permitted works. Apart from the driver on four-wheelers in the Orange Zone, two passengers and the pillion rider on two-wheelers will be exempt. 

All activities in the green zone will be exempt, except for those which have been denied for the whole country. 

However, buses in the Green Zone can run with 50% passengers and only 50% of the employees at the bus depot will be able to work together. Apart from this, the biggest thing is that the movement of all types of freight, vehicles have been completely exempted and no state or union territory will ban its movement.
